Over the past 50 years, the CAC's has invested significant resources in community development, mostly within Hartford’s Northend neighborhoods. Our focus has been on 1) affordable housing for low-income families, the elderly and those with special needs, and 2) improving the quality of life of those within the community.

Upper Albany Revitalization: 2001 to Date
Since 2001, the CAC has been concentrating its efforts on revitalizing a 20-block area in Hartford’s Upper Albany region.

Affordable housing projects have included the rehabilitation of two-family homes and apartment buildings, all of which were previously in serious disrepair, and the construction of new homes on abandoned lots.

With the completion of our most recent project, a six-unit condominium development on Edgewood Street, the CAC will have invested nearly $7 million and produced a total of 22 homeowner units and 16 rental units. Research and planning for future projects is ongoing. Learn more>

As a complement to affordable housing, our community organizer works closely with residents living on target streets to help them build neighborhoods that are safer, cleaner and better places to live. Activities include neighborhood meetings, beautification and clean-up campaigns, and block parties.

We are currently expanding our organizing efforts to include merchants, churches, schools and other stakeholders in our target neighborhood and adjacent areas. We also build awareness of city programs of potential benefit to residents and facilitate partnerships with the Hartford Police Department to help reduce crime.

The CAC's housing initiatives over the past 30 years have spanned many different programs and projects for those in need, including elderly housing, condominiums for families coming from public housing, downpayment assistance for lower income families, and a rental community for families with AIDS.
